§ 218. Council not to interfere in appointments or removals

  • The Town Manager shall have exclusive authority with respect to the hiring and firing of Town employees. Neither the Council nor any of its members shall direct or request the appointment of any person to or the removal from office by the Town Manager or by any subordinates. Except for the purpose of inquiry or investigation, and as part of an annual evaluation of the Town Manager, the Council and its members shall deal with the administrative service solely through the Town Manager, and neither the Council nor any member thereof shall give orders to any subordinates of the Town Manager, either publicly or privately.
